Maybe its me, because I have rarely come across this one, but I find it incredibly intense to have a sub's head shaved.  The photo is one of the rare ones to show both a shaven head and bondage, suggesting a degree of coercion.   :slut 
I have seen a vid (and in those days it was a vid not a DVD) of a shaven headed sub where two guys jerked off onto her bald head, wonderful, and I just had to include it in the latest story that I have written (to be sent on to RPP tomorrow when I have added the story codes).

I find shaved heads, or really short hair, very attractive on freaky chicks.

I'm with Sprayman - I don't mind this is stories, but don't find it attractive in pictures.  I can do without much body hair, but I find (not excessively) long hair very sexy.  I can appreciate the submissive aspect of being shaved, however.

I like girls with hair on their head and not really anywhere else. Short hair is ok but bald=meh. It just looks unhealthy (in that evolutionary attraction sense of unhealthy)

I like the shaved head at times depending upon the situation. It may represent submission, humiliation,  punishment, or combinations.

Long hair.. i love my hair long and would crap my pants if someone wanted to cut it off..    however, in a scene, or a photo shoot, we have occasionally had a nearly bald head on several women that worked because they had a nicely shaped head and it just worked.    I like the idea of shaving a womans head as a punishment as long as its not mine.. hehe
